Planning for the Future of the Village
Stratford-on-Avon District Council's has published the Draft Core
Strategy 2012 (Local Plan) for public consultation for six weeks,
planned to start on Thursday 16 February and ending on Friday 30 March
2012. There was similar consultation a couple of years ago.
There is
development proposed for Wellesbourne, and it is important that as many
views as possible are made known.
Copies of
the document are available online at
www.stratford.gov.uk and there is an online response
form available, together with details of consultation events.
Alternative versions and hard copies of the document can be obtained
from the Policy Team, Elizabeth House, Church Street,
Stratford-upon-Avon, CV37 6HX. There will be a charge for hard copies.
Written
consultation responses can also be sent to this address or emailed to
the Policy Team using
planning.policy@stratford-dc.gov.uk
There will
also be public consultation events which will be advertised locally. We
plan to use the already scheduled Annual Parish Meeting for one of the
consultation meetings.
Future Meetings of the Parish Council
The next meeting of the Parish Council will be on
6th March 2012 at the Methodist Hall at 7.30. All are welcome.
The Annual Parish Meeting will take place on 13th
March. We plan to use this meeting as part of the consultation process

158 new homes planned for the Red hill Nursery site
At it’s meeting on 13th December, by a
majority, decided not to oppose the development on the Red Hill site. We
understand that the District Council will take its decision in late
February.
There is still information which is not yet
available including information about the roads, footways and access,
and about the resources which will become available either from the New
Homes Bonus, an allocation of funds from Government Grant., or by
agreement from the Developer, known as a section 106 agreement.
The Parish Council will continue to monitor
progress.
New Parish Councillor
We welcomed Dale Troth, from Mountford Close who
has been co-opted on to the Parish Council.
The Development of the Sports and Community Centre
By February we will see significant physical
changes to the building on the Recreation Ground. The trees which are
undermining the building will have been removed. Orders have been placed
for the replacement of the windows and the installation of shutters.
As well as physical changes, we have also obtained
drawings ready to go for planning permission to for the installation of
stand alone changing rooms, to be used alongside other activities in the
building. We will be discussing those ideas at the AGM of the Sports
Association. At the end of January the Parish Council will receive
tenders from existing ’not for profit’ operators of leisure facilities,
with their proposals for services which could be provided.
Remember that when the building was acquired by the
Council it was little more than a shell, with no adequate heating, nor
electrical installation, and was unsafe to use. Since then the priority
has been to make the building safe, secure and watertight. A secure gate
has been installed, CCTV is now in place, the roof repaired and the
interior cleared out and tidied up.
The Parish Council has received a petition for the
installation of skate ramp in the last few weeks.

The
first news is to welcome Alan Shepherd, from Charlecote Fields, who was
elected uncontested. Alan has lived in Wellesbourne for several years
and was very active in working up the Parish Plan, adopted earlier this
year.
There remains one vacancy for a Councillor.
In
May 2012, the whole Council will be up for election, as it will have
completed the four year term. Anyone who is interested in standing for
election, and wished to know more about what is involved, is invited to
have a word with the Clerk to the Council, Lynda Scriven, or any one of
the existing members of the Council.
Some quick points
The
Police are using the Parish Council offices as a touch down base, and
for running surgeries from time to time.
Stratford District Council have made available a grant for Flood Defence
Assistance. The Parish Council will work with Walton Estate on a joint
project.
The
Ambulance Service are establishing a First Responder service in
Wellesbourne, and the Parish Council agreed to fund the necessary
equipment. The Service will be seeking to recruit volunteer Responders.
The Parish Council have the necessary contact details. The new edition
of the Index of Shops and Amenities will be distributed shortly.
And
finally, could I wish everyone a very happy Christmas, and give best
wishes for the New Year. Next year we will see the opening of the
restored Chedham’s Yard in the Spring, and The Queen’s Diamond Jubilee
in June.

The
first task of the Council was to pay tribute to the contribution of
Roger Wright who has resigned from the Parish Council. Roger joined the
Council twenty five years ago, and has worked hard for all of the
significant developments which have taken place during that time.
Several Councillors spoke warmly of his work, and in his comments Roger
spoke of the warm comments he had received, and offered to continue to
support members of the Council in projects in which he was involved.
The
Council is continuing to work to support local services.
We
are discussing with the local police team how the Council Offices may be
used as a touch down point, now the Police Station has been closed.
We
are continuing discussions with Walton Estate on the Village Hall.
The
County Council is withdrawing funding for almost all Youth Services
across the County. Wellesbourne is included. The Wellesbourne Youth Club
Management Committee has been reconstituted, and is looking to find ways
of funding a continuing service in the village.
We
hope to hear soon of the new arrangements to be put in place to manage
the Household Waste Centre.
Repair work continues on the Sports and Community Centre

The
Highways and Amenities Committee will meet at the Council Offices on 8th
November at 7.30, and the Emergency Planning Committee will meet on the

next Kineton and Wellesbourne Community Forum will be held at Moreton
Morrell School on 17th November.

Core Strategy – Housing Development in
Wellesbourne
Though this was not a topic for discussion at the
meeting of the Parish Council, as there is a lot of press reporting at
the present time, I thought it would be helpful if I described the
current situation. As far as the Parish Council is aware The District
Council in it’s decisions on the Strategy for Housing development across
the District, has not determined the allocation of any sites. This was
confirmed at the Community Forum on September 8th, by the Chief
Executive of the District Council.
At the same time one of the developers with an
interest in land in the village is holding public consultation sessions
in the village, about which you may see information.
If we hear further it will be reported to the next
Council Meeting.
Police Station
Many will be aware that the Police Authority
decided to close the police station last January. The Parish Council and
myself as the County Councillor have made representations to the Police
that the Local Safer Neighbourhood Team should be based in the area
they serve and asked that possible locations such as the Depot site in
Loxley Road be considered. The decision has now been taken by the Police
to close the Wellesbourne Police station from 6th October to
base the team in Stratford Police Station, at least it is no further
away. The local Police team have approached the Council to discuss use
of the Parish Offices in School Road as a Contact Point for the team.
Other points
Thanks to Orbit Housing the interior of the Sports
and Community Centre has been tidied up. We are discussing possible
future developments with some interested Leisure Centre operators.
We are continuing to work on proposals to ensure
the continuity of the Youth Club.

Tony Copeland
The first task for members of the Council was to
pay tribute to the work Tony Copeland had performed for Wellesbourne,
both as a member, and outside. Tony had thrown himself into his Council
work, and had made a massive contribution to the Parish Plan. His work
on the improvement of flood defences, and his passion for trees will all
leave a lasting mark for us to remember him by.
Progress Report
Chedham’s Yard. Work continues apace on the
restoration of the buildings.
Burial Ground - The final work on the access steps
and walls has been ordered and will be finished by mid September. (
MAC – do you want to include the date of the dedication or will that be
elsewhere )
Sports and Community Centre – Repairs to the roof
are underway, and to the interior in the next few weeks, with the help
of Orbit Housing.
The Parish Plan has been adopted by the District
Council. The Village Design Statement is being revised, and will be
completed shortly.

Parish Council
Notes – June 2011
This was a short
Council Meeting, perhaps because there were no new planning applications
to consider. A few members of the Council were absent for various
reasons. Perhaps things are settling down to a regular pattern of items
for decision.
Good News
Chedham’s Yard.
- Work has started on the restoration of the buildings, with a view
to finishing the work on the site in November.
Burial Ground -
The design of the access and walls have been submitted for planning
permission.
The work to bring
out this years version of the Index of shops and amenities has started
A team has
started work to look at how a Youth Service may be maintained in
Wellesbourne has been formed. The County Council has agreed to enter
into discussions about a business plan.
Her Majesty’s
Diamond Jubilee
Over the weekend
of June 1st to 4th June 2012, a series of national
events will be held to celebrate the Diamond Jubilee of Elizabeth II
coming to the throne. The suggestion is that events are held in
Wellesbourne. If you have any ideas, or are thinking of an event in your
street, please let the Parish Office know on 841434.

Our first task was
to welcome Danny Kendall to his first Full Council meeting as a
Councillor.
Since the meeting
he was successful in winning the District Council seat. We wish him
well.
This was the Annual
Meeting of the Council at which the various positions of office, and the
membership of committees are determined. There were no changes, with
myself remaining Chair, and John Grantham as Vice-Chair. We have decided
to combine the Highways and Amenity Committees, to meet once every six
weeks with delegated powers so as to speed up decision making.
We also agreed new
Standing Orders, and Financial Regulations, to conform with the Model
Standing Orders and regulations issued by the National Association last
year.

1 Chedham’s Yard
has been transferred to the new Trust and work has started on site
2 We will hold an
exhibition on flood defences later in the year when the Environment
Agency has finished work.
3 The Parish Plan
has been submitted to the District Council, and we agreed a revised
Village Design Statement.

Newbold Brook Floods
The
work to reduce the risk of flooding from the Newbold Brook is being
carried out. The capacity of the brook has been increased by 400 per
cent. Some clearance work has still to be done from Newbold Road, and
work on the culvert upstream is still to be approved by the Environment
Agency.
Burial Ground
The
extension to the Churchyard is almost complete with seeding in place. It
will be opened in September.
Cuts, cuts, cuts.
The
Parish Council continues to protect Wellesbourne and Walton from the
effects of service reductions by both the County and District Councils.
Changes to services are expected in Library opening hours, days of
opening the Household Waste Recycling Centre, and to some bus services.
There are likely to be more significant reductions in the Youth Service
provision and to the number of police staff in the local Safer
Neighbourhood Team.

Vacancy on the Parish Council
With Ian Rutherford’s resignation there is now a vacancy on the Parish
Council. The timetable for filling vacancies is fixed in law, but any
one interested in seeking election should contact the Parish Council
Office to check the action that they need to take..
Sports Club
Can
you help plan the future of the Sports and Community Building ?
The
Parish Council is seeking expressions of interest from residents to join
an Advisory Group to explore options for the future use of the building.
The Council is investing in making the building safe secure and
watertight. There are a number of possible routes forward such as a new
base for a Youth Club, a fitness suite, and a venue for all sots of
activity.
Opportunities for Volunteering
The
changes in the pattern of public services emerging over the coming
months will mean that there will be an increasing need for volunteers to
take forward all sorts of initiatives. Whether it is operating a traffic
speed camera, helping in the Library, supporting youth activity, or
assisting at Chedham’s Yard all sorts of opportunities will emerge. We
will try and capture as much information as possible at the Parish
Council, in the office or on the website.

Probably, this is the biggest decision making meeting of the year. The
Parish Council set the budget, and the size of the Council Tax, for the
coming year. It was agreed to keep the Council Tax precept to the same
figure as last year, indeed now for the last two years, at £200,000.
Much the same pattern of services and support to local organisations
will be maintained. It is inevitable that pressure will come to
contribute to sustain local services, when funding is reduced elsewhere.
Sports Club
The
largest item in the budget is the provision for the development of
Community Facilities, including the Sports Club, and the acquisition of
the Village Hall if the opportunity to do so arises. The Parish Council
is taking advice on the best organisational structure to manage the
building in the future.
Cuts, Cuts, Cuts
The
reductions in the spending by the District and County Council’s are
having an impact. The County Council is consulting on the reduction in
hours of opening at the Library, and days of opening midweek at the
recycling centre. The Police Authority is looking to reduce the use of
buildings, but maintain the community contact as much as possible. The
local police house may be disposed of.
The
Parish Council has agreed to work with all public bodies to maintain a
base for services in the village, which will mean more collaboration
between services.

Parish Council Notes – December 2010
Parish Plan
Tony Copeland gave a fuller presentation of the
Findings of Vision4Wellesbourne to the last meeting of the Council. He
stressed the concern of respondents to see both the Sports and Community
Centre develop, alongside the Village Hall as community facilities. The
report will be finalised and become the subject of consultation with
interested parties including the District and Parish Councils. It will
be a major topic for discussion at the Annual Parish Meeting, taking
place on March 15th 2011 at the school.
Flood defences
It is expected that the work to improve the Newbold
Brook is expected to start in the early part of 2011. Agreement has been
reached with all the parties concerned.
The Youth service and future development
The Parish Council decided to write a letter to the
County Council expressing concern at the proposal to cease providing a
Youth Service.
The Council also agreed to write to the District
Council, as the final plans for new housing are finalised, sending the
message that the Council believed that Wellesbourne did not have the
infra-structure for further new development.
Christmas Lights
The Council thanked all those involved in the
Switch –On of the Christmas Lights.

Parish Council Notes – November 2010
Parish Plan
The analysis of the results from the survey is
almost complete and Tony Copeland gave some first feedback to the
Council Meeting. Thank you to all the 752 (so far) people have
responded. Without stealing the thunder of Vision4Wellesbourne, key
concerns expressed are Speeding traffic, Flood Risk, Heavy Lorries in
the village, and dog mess both on pavements and on play areas and Sports
Fields.
Thanks are due to Vision4Wellesbourne, and
particularly to Tony Copeland, and were expressed both by members of the
public and the Council.
Flood defences
The Emergency Committee met on 9th
December. The work of the Environment Agency on the River Dene is
expected to be complete by the end of November. It is hoped agreement
will be achieved to enable the work on the Newbold Brook to be carried
out in the New Year. Warwickshire is taking part in a national exercise
to test the response to flood risk, Watermark in March 2011. The Parish
Council is being invited to take part.

scheduled for December. However the next Wellesbourne and Kineton
Community Forum takes place at 6.30 on 2nd December at Ratley

Parish Council Notes – October 2010
The Parish Council Meeting returned to a more
routine pattern, with topics of familiar business.
Congratulations to Wellesbourne in Bloom for the
Gold Award for the second year in succession. Thanks to all who have
been involved for their hard work and enthusiasm.
All sorts of activities are going on around
Chedham’s Yard, led by the Friends and Emma Banks, the Heritage Project
Officer. It is good to see some fun being had, to lift us out of the
legal detail members of the Council are engaged in.
Work on the extension of the Churchyard will soon
be under way.
By the time you read this, all the comments from
Future4Wellesbourne will have been received. We look forward to
receiving the results of the opinions being put forward, and forming the
basis of a plan for Wellesbourne.

Advice from our Auditor
The Parish Council received the result of the
Council’s external Auditor investigation into seven objections to it’s
accounts. One has been upheld, and in this case the auditor has advised
that the Parish Council increases the level of delegated authority to
the Clerk to the Council. None of the other objections were upheld.
Chedham’s Yard
The Barrister appointed by the Auditor has given
his opinion that the development of the Yard is not covered by the law
defining the powers of the Parish Council. We now have two entirely
contradictory views, one from the National Association of Local
Councils, the other from the Auditor. The Parish Council has taken the
view that for the Council to pursue this legal argument further will
lead to unnecessary expense and delay. With the continued assistance of
the Heritage Lottery Fund, we are seeking to set up the Trust which was
always intended to manage the Yard, once the restoration was complete,
and for the Trust to take forward the project. The result of this may
lead to some delay, but this will be as little as possible. The Parish
Council will be asking the National Association to take the legal
argument up at a National Level.
Three other points
1 The Council’s Correspondence to the Auditor will
be published on the Council’s website. Paper copies are available
through the office to anyone asking for them.
2 The cost of this additional work by the Auditor
will have to be paid by the Council Tax payers of Wellesbourne from the
Council’s current budget.
3 These notes are written about three weeks before
they are published. Events occur between writing and publication, so I
always choose my words as carefully as possible, and because of the
nature of the Wellesbourne and Walton News, I deliberately avoid
controversy. I think that this is the sensible thing to do.

Building, Vision 4 Wellesbourne, and the Extension to the Burial Ground.

Advice from our Auditor
Anyone who has read the Stratford Herald, or
attended parish Council meetings, in recent weeks will be aware of the
fact that the Parish Council’s Auditor has been dealing with matters
raised with him. At the moment, when this report is being written, the
Parish Council has been instructed to keep this correspondence to
itself. The Council is very concerned about this and is seeking the
opportunity to make this correspondence available to all.
Sports Club Building
The Sports Club Building is now owned
by the Council, and work is underway to identify the work immediately
required to make sure that it is fit for purpose. A very productive
meeting was recently held between the Amenities committee and
representatives of the Sports Association, on ideas for the future of
this facility, ideas from which we can take forward over the next few
months.
Vision 4 Wellesbourne
Thanks to everyone who has registered their opinion

with progress.
Other work going ahead
We are waiting for the return of tenders for work
on the extension to the burial ground at the Parish Church, and for the

Sports Club
Building
The Parish Council
is close to completing on the acquisition of the Sports Club building.
Contracts have been signed and we hope to be in possession before this
report is published, by the end of July. An inspection has been
undertaken of the interior, and the priority for the Council is to bring
the changing facilities up to an acceptable standard as soon as
possible. Work will be required to achieve this, and this will have to
be sourced.
As well as the
short term work, the Parish Council is keen to make sure that the
building makes a significant contribution to the development of sport
within the village. In order to do this the Amenities Committee have
established a small working party of Rob Parton, Becky Rose, Roger
Wright and Geoff Blundall. They will be seeking help from anyone
interested.

Parish Plan
We hope you noticed
the “Vision for Wellesbourne” publicity from the Parish Plan group, and
have been to one of their consultation sessions. (If you’re reading this
on July 31st, pop along to the Village Hall before 4pm).
Alternatively,
there’s a discussion forum on their website at
www.vision4wellesbourne.org
. You can comment on absolutely any aspect of life in the village.
As well as the
general public consultation, the group are also talking to clubs,
societies, shops, and businesses to ensure that every point of view is
represented in their analysis. All this will feed into a definitive
survey in the Autumn.

Sports Club
Building
The major item to
report is that the offer made by the Parish Council for the acquisition
of the Football Club Building has been accepted. At the moment things
are being dealt with by the lawyers, but we are advised that we should
have ownership of the building by the end of July. The urgent item then
is to bring the changing facilities back into use as soon as possible.
We can not be certain of the timescale as we need to ensure that the
systems available in the building are safe and up to a reasonable
standard. It seems to me that gives a real opportunity for us to think
about how we take forward the facilities we have, so the Parish Council
will be working with the Sports Association and the various Sports Clubs
which use the sports fields over the coming months.
New Development in
Wellesbourne – The Core Strategy
Perhaps the first
product of the new Coalition in Government is the abolition of Regional
Strategies for new development. The Department of Communities and Local
government has written to all local planning authorities informing them
of ’the intention to…….return decision making powers on housing and
planning to local councils’.
We are not clear
yet what the outcome of this change will be on the plans for development
within Wellesbourne. We shall be monitoring the situation closely. Along
with many others locally , the Parish Council has vigorously stated the
position that we believe that Wellesbourne has grown enough and that
development should be limited to meeting local needs, not to have growth
imposed by a ’framework of regional numbers and plans’.
Lastly from one dog
owner to all the others, please clean up after your dog !
The next meeting of
the Full Council will be on 1st July at the Methodist Hall at 7.30. All
are welcome.
